LOUISVILLE, Ky. (WDRB) — Residents packed a St. Matthews council meeting that lasted nearly five hours Tuesday night, continuing their opposition to a proposed 199-unit apartment development on Westport Road that has drawn months of debate in the community.

The project, proposed by LDG Development, would be built on a roughly 7.5-acre site near Ridgeway Avenue and railroad tracks. Plans call for four apartment buildings, a clubhouse, pool and dog park.

The proposal has been scaled down from an earlier version that included up to 300 units after initial neighborhood pushback.

The meeting comes as the project moves through the city review process, following earlier public opposition that included yard signs reading "SAY NO TO LDG" throughout nearby neighborhoods.

Residents have repeatedly raised concerns about traffic, density and how the development would fit into the surrounding single-family area.

"I think we’re going in the wrong direction when it comes to housing," one resident said.

“We’re tearing down houses and building these big complexes, and they all end up deteriorating over time where our single-family homes don’t."

Many neighbors also pointed to a traffic study submitted by the developer that they say is outdated by about four years, arguing it does not reflect current congestion along Westport Road and nearby school corridors.

During Tuesday’s meeting, LDG’s legal team, along with engineers, architects and traffic consultants, presented a revised plan they say addresses community concerns.

A public relations firm representing the developer also distributed a fact sheet responding to issues involving traffic, density and neighborhood impact.

Developers say the project would provide market-rate housing and argue the revised design balances community concerns with demand for new housing options.

The proposal continues a years-long zoning discussion over the property, which LDG purchased in 2022.

After an hours-long discussion, the council did not end up voting on a resolution.

City officials are expected to continue reviewing the plan at upcoming meetings before any final vote.
