LOUISVILLE, Ky. (WDRB) — Kentucky residents ages 18 to 20 will now be allowed to carry concealed weapons.

House Bill 312, vetoed by Governor Andy Beshear earlier this month, allows 18 to 20-year-olds to apply for a provisional concealed carry license after completing a training course.

It is one of several bills that became law when lawmakers overrode Beshear's vetoes.

Beshear said in his veto message on April 2 he vetoed House Bill 312 in honor of his friend Tommy Elliott, who was killed in the April 10, 2023 Old National Bank shooting.

"Tonight, I'm remembering my friend Tommy Elliott, who was murdered along with four other children of God three years ago in an act of gun violence," Beshear said in his veto message.

Kentucky is an open carry state, but did not have any way for people under 21 to conceal carry.
